In 7 Card Stud there is an option which is called something different than a raise, it's called "Completion" or to "Complete".
What is the completion or what is it to complete?
A player can complete or make a completion when they are the first to put the maximum bet into the pot on the first three cards. In a 5/10 7 Card Stud Game a player can make the amount to play the hand $5 to continue, it is like a raise, but not called the same. If a player were to raise "the completion" they would have to put $10 in the pot making it $10 for any remaining players to continue and the original person who "completed the bet" would only have to put $5 more because they already have $5 in the pot.
Generally a 5/10 7 Card Stud game has a 50 Cent Ante and a $2 Bring In (Forced Bet) to start the action so to complete the bet you would be adding an additional $3 to the first bet (totaling $5).
Whoa! That was hard to explain such an easy thing to do. It's not very complex just a term in poker that is rarely used and understood.
